Sustainable Agro-industrial Development Initiative

The Special Agro-Industrial Processing Zones (SAPZ) program is a flagship African Development Bank initiative. The Bank is playing a positive role in catalyzing agriculture in Africa into an internationally competitive sector and an important contributor to sustainable development. At its core of this transformation, the Bank is working with governments and the private sector in 11 African countries to establish the SAPZ project, which will turn the rural landscape into economic zones of prosperity and harnessing the power of commercial agriculture and food production.

Our Vision

The SAPZ model, a vision articulated by the African Development Bank’s President, Dr Akinwumi A. Adesina, was developed as the Bank’s brand for a spatial development solution in the rural landscape for agricultural transformation across the continent.

Improving Farm Production Capacity and Efficiency in Africa.

The African Development Bank’s agenda is revitalizing and re-invigorating African agriculture through its Feed Africa – High 5. It focuses on 18 priority commodities across the five major agro-ecological zones of Africa.

The initiative is targeting to make Africa a net food exporter by 2025, by raising Africa’s 2015 food production by an estimated 174 million metric tons.

SAPZ in Nigeria

Phase One

The SAPZ program in Nigeria is the largest, both in scale and scope. Phase 1 is being implemented over five years, beginning in 2022. The program will later be rolled out in more states. States participating in the first phase were chosen based on readiness and to achieve a balance across Nigeria’s six geo-political zones. 

The seven states selected for phase one of the SAPZ program in Nigeria include

Kaduna State

  • Ginger

Abuja - FCT

Abuja for the production of the following

  • Beef
    Beef
  • Diary livestock

Oyo State

Oyo state for the production of the following

  • Cassava
  • Soya
    Soybean
  • RIce

Kano State

Kano state for the production of the following

  • Rice
  • Tomato
  • Groundnut
  • Sesame

The African Development Bank and key development partners are co-financing the first phase for a value of $538.05 million.
